East Kingdom Law Decisions of the Crown of the East (Binding only within the Kingdom) Principality of Drachenwald Law Decisions of the Coronet of Drachenwald (Binding only within the Principality) The Society for Creative Anachronism does not discriminate on the basis of race, religion, sex or national origin. PROLOGUE: The purpose of this document is to delineate a comprehensive set of laws for the Principality of Drachenwald, within the constraints of the Corpora and the East Kingdom laws. Also, it is to further delineate within the Principality Laws those rules and guidelines of the separate interest groups within the Principality. 1.00 CONCERNING THE LAWS OF THE PRINCIPALITY OF DRACHENWALD 1.01 all laws not listed in the great book of laws are repealed. only those laws listed here along with the by-laws and corpora of the society for creative anachronism, inc., and the laws of the east kingdom are in effect in the principality of drachenwald, along with any duly enacted additions and amendments. 1.02 Concerning Laws and Edicts: 1.02.1 No laws of Drachenwald may be enacted without approval of both the Sovereign and Consort, after consultation with Council (Curia Principis). 1.02.2 Laws take effect on publication in the "Pikestaff", and must be published in the "Dragon's Tale" in a timely manner. 1.02.3 Edicts take effect on publication in the "Dragon's Tale". 1.02.4 An edict may not repeal or suspend Principality law. 1.02.5 Edicts must be approved by both the Sovereign and Consort and reviewed for conflict with other laws by the Seneschal. Edicts last for the duration of the Coronet's reign. 1.03 Pending laws must be submitted to the Chronicler of the "Dragon's Tale" within thirty days after each Curia Principis in order to be published. 1.04 Pending laws must be submitted to the Chronicler of "Pikestaff" within thirty days after each Curia Principis. 1.05 Pending laws must be sent to the Crown for approval within thirty days after each Curia Principis. 1.06 The Chronicler may not publish any laws without the signatures of the Crown, Sovereign, Consort, and Principality Seneschal. 1.07 All current laws of the Principality of Drachenwald are to be maintained by the Principality Seneschal and published annually by the Principality Chronicler. 1.07.1 The cost of annually publishing the Great Book of Laws shall, if possible, be paid by the Principality of Drachenwald Treasury. 1.07.2 If the Principality Treasury is deemed insufficient to cover these costs, and the Chronicler's Office likewise is unable to afford said costs, the Great Book of Laws may be sold at cost by the Chronicler to the populace, save that the following Royalty and Officers shall receive their copies gratis: 1.07.2.1 The King and Queen of the East. 1.07.2.2 The Seneschal of the East. 1.07.2.3 The Prince and Princess of Drachenwald. 1.07.2.4 The Tanist and Tanista of Drachenwald. 1.07.2.5 Each Principality Officer of State. 1.07.2.6 Each registered branch within the Principality. 2.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE CORONET 2.01 The Coronet shall consist of the Sovereign and Consort, as defined in Corpora. These two shall have equal powers and neither may act without the other, except as provided herein. 2.02 Duties of the Coronet 2.02.1 Being present at Their Investiture, at the next Coronet List, at the Investiture of Their Successors, and at such meetings of Curia as are held during Their reign. 2.02.2 To designate such courts as the successors shall be required to attend. A list of the events at which those courts will be held must be published in the "Dragon's Tale" prior to Coronet Tourney. 2.02.3 Being for Their people examples of chivalry, courtesy, and the virtues appropriate to noblemen and noblewomen, and encouraging these virtues in Their people. 2.02.4 Knowing, upholding and abiding by the Laws of the Principality, the Laws of the East Kingdom, and the By-Laws and Corpora of the S.C.A. 2.02.5 Being true and faithful servants of Their Crown: upholding Their people's rights, working for their benefit, maintaining the Crown's justice among all subjects in Their Principality. 2.02.6 Recommending to the Crown for recognition those who, through their achievements and services within the Principality, are worthy of honor. 2.02.7 It is the responsibility of the Coronet to ensure that a list of all awards granted by Them is received by the Schwartzdrachen Herald and the Chronicler. 2.02.8 Watching over and encouraging the Arts and Sciences in the Principality. 2.02.9 Encouraging special care in the extension of hospitality and welcome to new and prospective members. 2.02.10 Serving upon such courts as it is deemed necessary to convene, until such time as They ascend to the thrones. 2.02.11 Maintaining files to be turned over to the Successors at such time as They ascend to the thrones. 2.02.12 Relinquishing any Greater or Lesser office held, for the duration of the Reign. Once the Reign is over, the Prince and/or Princess may resume the office held at the time of Their Investiture. During Their Reign, the Sovereign and/or Consort may hold a local branch office, with the exception of the Seneschalate. 2.02.13 During the reign, if the Sovereign and/or Consort holds any local branch office, They must ensure that They have designated a Deputy to that Office, who shall act for Them in such instances as They are occupied with the duties of the Coronet. 2.02.14 There shall exist certain regalia, which shall remain the property of the Principality, but shall be in the keeping of the Coronet. The care and maintenance of this regalia shall be solely the responsibility of the Coronet. The use of this regalia shall be solely the prerogative of the Coronet. This regalia may include, but is not limited to: coronets, scepters, staves, weapons, shields, banners, cloaks, and robes. 2.02.15 Disposal of Regalia 2.02.15.1 With Curia's approval, regalia no longer needed by the Principality will be auctioned off to the highest bidder. If no bids are received, the items will be disposed of in an appropriate manner. Items so auctioned may not be used or displayed by the owner in any manner so as to represent them as symbols of the Principality of Drachenwald. The purchaser must sign a statement to this effect to be maintained by the Seneschal. This statement is binding on any successive owners. 2.02.15.2 With the consent of the Coronet, these items may be displayed for historical purposes. 2.03 Privileges of the Coronet 2.03.1 The right to make such Royal Awards as shall have been specifically delegated to the Coronet by the Crown. 2.03.2 The right to establish and make awards specific to Their Principality. 2.03.3 The right to acknowledge the attainment of Viscounty title by those who have met the requirements. 2.03.4 The right to make and repeal such laws as the Coronet shall deem necessary for the conduct of the Principality, subject to the laws of Drachenwald, approval of the Crown, and subsidiary to the Laws of the Kingdom and the Society. 2.03.5 The right to receive such gifts as may be made to the Coronet during Their Reign and to preserve such gifts for Their Successors; the right to receive such personal gifts as shall be made during Their Reign; and the right to use such possessions and treasures during Their Reign as the Coronet may already possess. 2.03.6 The sole right to call such Courts as may be necessary for the governance of the Principality. 2.03.7 The right of Sanctum. Sanctum shall be defined as the area ten feet in radius surrounding the Thrones and the Coronet's presence, which may be used exclusively by the Coronet and into which other members of the Principality may enter and/or share upon the invitation of the Prince and/or Princess. 2.03.8 The right to a clear direct line of sight between the Prince and/or Princess and the principal activity of the event. 2.04 Failure of Succession 2.04.1 In the case that either the Sovereign or the Consort should fail, the other shall assume the full powers of the Coronet, for the remainder of the reign. 2.04.2 In the case that both the Sovereign and the Consort should fail, the Seneschal shall become Regent. The Regent shall have all duties and privileges of the Coronet granted under Corpora and these laws, except the right to make or bestow awards and orders, the right to make or change Principality Law, and the right of Sanctum. 2.04.3 Should the Seneschal become Regent, he/she shall hold an Investiture or Coronet List (as appropriate) at the earliest possible date, and invest the victor and his (her) consort as Prince and Princess immediately. 2.04.4 In the case that the Tanist or Tanista should fail, a new Coronet list shall be held in place of the previously scheduled Investiture, and the Victor and his (her) Consort shall be invested as Prince and Princess immediately. In such case, only those fighters who had fought in the previous Coronet List shall fight in the new one. 2.04.5 Failure shall be defined as when either: a person abdicates or when that person is unable to fulfill the duties listed in Corpora and these laws, as determined by the Crown, or by the Coronet. In failure, all claims to Viscounty rank are forfeit. 2.05 The Arms of Drachenwald 2.05.1 The Arms of the Principality of Drachenwald shall be: Or, three pine trees eradicated gules, overall a dragon passant coward sable, all within a laurel wreath sable. These arms may only be displayed in the presence of the Sovereign, or with his/her consent, by a designated person and may only be worn on a coat or cloak or carried on a shield by the Sovereign. 2.05.2 The Arms of the consort shall be (reserved). These arms may only be displayed in the presence of the Consort, or with his/her consent, by a designated person and may only be worn on a coat or cloak or carried on a shield by the Consort. 2.05.3 The Badge of Drachenwald shall be: Or, three pine trees eradicated gules, overall a dragon passant coward sable. This badge may be displayed in any appropriate manner by any member of the Principality, to include on coats, shields and flags. 3.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE SUCCESSORS 3.01 Duties of the Successors 3.01.1 At least one of the Heirs must attend all Principality Curias. 3.01.2 Attendance of Their Investiture. 3.01.3 At least one of the Heirs must attend and observe all Courts that the Coronet has designated in the "Dragon's Tale" prior to Coronet Tourney. 3.01.4 Acting, in the absence of the Sovereign and Consort, and by Their writ, to conduct such Courts as shall be deemed necessary by the Coronet. 3.01.5 Using the three month succession period to recruit and train those replacements necessary to take over any office which the Successors hold and must relinquish upon Their Investiture. 3.01.6 There shall exist certain regalia, which shall remain the property of the Principality, but shall be in the keeping of the Successors. The care and maintenance of this regalia shall be solely the responsibility of the Successors; the use of this regalia shall be solely the perogative of the Successors. This regalia may include, but is not limited to: coronets, scepters, staves, weapons, shields, banners, cloaks, and robes. 3.01.7 The Tanist and Tanista shall ensure that each has access, at Their residence, to the Principality newsletter and maintain this subscription throughout Their Reign. 3.02 Privileges of the Successors 3.02.1 The right of Sanctum. 3.02.2 The right to receive such gifts as may be made to the Successors, and to preserve such gifts for the next Successors; the right to receive personal gifts made to the Successors; and the right to use all such possessions and treasures given to the Successors during Their three month period. 4.00 CONCERNING THE CURIA PRINCIPIS 4.01 The Curia Principis shall meet at least once per reign. If the Coronets intend to hold but one Curia, they must announce this at their Investiture or publish it in the issue of the "Dragon's Tale" dated the same month as their Investiture. At least two Great Officers of the Principality have the right to demand of the Coronets a second Curia, bearing in mind parts 4.03 and 4.04 of the laws concerning Curia. 4.02 The following are entitled to a seat on the Curia Principis: 4.02.1 The Tanist and Tanista of Drachenwald. 4.02.2 All Great Officers of Drachenwald. 4.02.3 All Lesser Officers of Drachenwald. 4.02.4 The seneschal of each branch or their designated legate or envoy. 4.02.5 Holders of Peerage. 4.02.6 The territorial Baronage. 4.02.7 Any other person who wishes to attend is welcome and may speak if recognized by the Coronet. 4.03 For a Curia Principis to be convened, at least four Great Officers or their duly designated representatives must be present in person. 4.03.1 Great Officers must make every reasonable effort to attend Curia. Those who cannot attend must send a designated representative and a written status report. 4.03.2 Other members of Curia who cannot attend may send a designated representative or send a written report. 4.04 In order to fulfill the requirement that the Monarchs must "consult with Curia," they must do the following: 4.04.1 Call Curia with either of the following: 4.04.1.1 A notice in "Dragon's Tale" appearing no later than: 4.04.1.1.1 The issue dated the same month as the Curia date, provided the Curia is on or after the fifteenth of the month. 4.04.1.1.2 The issue dated the month before the Curia date, provided that the Curia is scheduled before the fifteenth of the month. 4.04.1.2 In an emergency, a letter to all those with seats on Curia (as defined in 4.02 above) postmarked at least twenty-one days prior to the Curia date. 4.04.2 The calling notice or letter must state the place, date and time for the Curia, and set forth the agenda of items to be discussed. 4.04.2.1 All items that are known at the time of the Curia announcement shall be listed on the agenda, either in the form of a concise summary of the item proposed, or by printing the text of the proposal. This includes matters carried over from past Curias, which shall be placed under Old Business. 4.04.2.2 Any matters that come to the attention of the Coronet after the Curia has been called shall be placed, at the Coronet's discretion, on the agenda under New Business after the previously announced agenda items. Changes in Law will not be handled in this manner. 4.04.2.3 In the event that a Curia is held after the notice for a subsequent Curia has been sent - either to "Dragon's Tale" or to those with seats on Curia - any items of business held over from the Curia will be automatically placed on the agenda under Old Business for the subsequent Curia. 4.04.3 Solicit and listen to the opinions of those on Curia, giving adequate time for discussion. While it is not a requirement, the Coronets are advised to act with the consensus of the people on Curia. 5.00 CONCERNING THE OFFICERS OF THE PRINCIPALITY 5.01 The Great Officers of the Principality of Drachenwald are, in the Order of Precedence, as follows: Principality Seneschal Schwartzdrachen Herald Principality Marshal Principality Minister of the Arts and Sciences Principality Chancellor of the Exchequer Principality Chronicler Principality Chirurgeon Principality Minister of the Lists 5.02 The Lesser Officers of the Principality of Drachenwald are, in order of Precedence, as follows: Principality Historian Principality Constable Principality Chatelaine Principality Lieutenant-General of Archers Principality Signet Clerk Principality Marshal of Fence 5.03 The common requirements for all Officers of the Principality are: 5.03.1 Must hold membership in the S.C.A. and must receive the "Tournaments Illuminated", "Pikestaff" and "Dragon's Tale" in domicile here in Europe. 5.03.2 Shall attend Curias and Investitures or appoint an agent to act in their stead. 5.03.3 Will take and train a Deputy for their Office who will be warranted as the "Designated Successor", referred to in Corpora. 5.03.4 With the exception of Seneschal and Herald, all other Principality officers may hold Shire or Baronial offices, at the discretion of the Coronet. These officers must train a successor to their Shire or Barony office as soon as possible. 5.03.5 No person may hold more than one Principality level office concurrently. 5.03.6 All Great Officers shall submit to the Coronet a copy of any reports forwarded to the Crown or Kingdom officers, or a summary thereof, and as a minimum shall submit a quarterly report to the Coronet at Investiture and Coronet Tourney. 5.03.7 Shall maintain files for their office, open to review by the Coronet at any time, and to be turned over to their successor within thirty days of leaving office. 5.04 Terms of Office and Review of Principality Officers 5.04.1 A Term is two years long. 5.04.1.1 The terms of office for Principality Officers begin on the following dates: The Monday after Twelfth Night on odd numbered years (Gregorian): Historian Exchequer Chirurgeon The Monday after Midsummer Investiture on odd numbered years (Gregorian): Seneschal Chronicler Constable Fence The Monday after Twelfth Night on even numbered years (Gregorian): Arts and Sciences Marshal Signet Clerk Chatelaine The Monday after Midsummer Investiture on even numbered years (Gregorian): Herald Lists Lieutenant-General of Archers The change of Office will be done by the incoming Coronet at the event listed above and take effect on the Monday after it. 5.04.1.2 The term of Office of the Principality Chirurgeon is two years buttmost not exceed the expiration of the Chirurgeon's mundane credentials. 5.04.2 Each Principality Officer will be reviewed prior to the end of their term by the Coronet. 5.04.2.1 The Coronet may, at Its decretion, ask the officer to serve another term. 5.04.2.2 The Officer may accept or refuse the re-appointment. 5.04.2.3 The Officer will publish in the Dragon's Tale their intent to continue in the office or resign, four months before the end of their term. 5.04.2.4 Should any Principality Officer leave office before the end of their term, their Designated Successor will assume the Office until a new Officer is approved by the warranting authority. The new Officer will serve out the remainder of the term. The review of the Officer will be done on the scedule listed above. 5.05 Removal or Suspension of Principality Officers 5.05.1 The Coronet may, for just and stated cause, suspend any Principality officer. Suspensions by the Coronet are fore not more than the duration of the current reign. The duties of a suspended officer will be assumed by the designated successor. 5.05.2 Principality officers may be removed from office, for just and stated cause, by the Coronet with approval of the Superior Officer. If any Principality Office is empty, the designated successor will assume the office until a replacement can be warranted. If there is no designated successor, the Coronet in conjunction with the senior officer will warrant a replacement, as soon as possible. 5.06 Duties of the Principality Officers 5.06.1 Principality Seneschal 5.06.1.1 Shall be the chief administrative officer and legal agent for the Principality of Drachenwald. 5.06.1.2 Shall be responsible for registering the Principality with USAREUR and with any necessary local governments. Shall be responsible for disseminating information on registration within local communities to the branch seneschals. 5.06.1.3 Shall be required to find and train a Deputy, subject to the approval of the warranting authority. 5.06.1.4 Shall be responsible for all written Seneschalate reports due to the East Kingdom and shall be responsible for those reports being submitted in a timely manner. 5.06.1.5 Shall submit a complete copy of the Domesday report to the Prince and/or Princess, to be maintained in Their files, and to keep Them appraised of the total status of the Principality. Shall submit to USAREUR a Domesday report IAW AR 210-1 and be responsible for approval of shires, cantons, and baronies in their local communities. 5.06.1.6 Shall be responsible for any additional reports required by the Coronet and/or Kingdom of the East. 5.06.1.7 Shall chair or have a warranted deputy chair all meetings of the Seneschalate. 5.06.1.8 Shall be responsible for overseeing and running the Lesser Offices established under the Seneschal. 5.06.1.9 Shall maintain a list of membership. 5.06.1.10 Shall be a signator on all Principality bank accounts. 5.06.2 Schwarzdrachen Herald 5.06.2.1 Shall be required to find and train a Deputy, subject to the approval of the warranting authority. 5.06.2.2 Shall be responsible for all written Heraldic reports due to the East Kingdom and shall be responsible for those reports being submitted in a timely manner. 5.06.2.3 Shall be responsible for any additional reports required by the Coronet and/or the Kingdom of the East. 5.06.2.4 Shall be responsible for working with the Principality Seneschal in the functioning of the office of the Chatelaine. 5.06.2.5 Shall set up and maintain a Principality Order of Precedence and shall be responsible for having the Order of Precedence updated before each Investiture and presented to the Successors. 5.06.2.6 Shall be responsible for Field Heraldry, Court Heraldry and Heraldic Submissions within the Principality. 5.06.2.7 Shall be responsible for submission of Awards, presented within the Principality, to the Brigantia Herald, with copy furnished to "Pikestaff". 5.06.2.8 Shall chair all meetings of the Principality College of Heralds and shall be responsible for the administration of the same. 5.06.2.9 Shall maintain a bank account solely for Heraldic funds. 5.06.2.10 Shall be a signator on all Principality bank accounts. 5.06.3 The Principality Marshal 5.06.3.1 Shall oversee Tournament Lists, the martial sciences, and safety on the field. 5.06.3.2 Shall enforce the Rules of the List and Fighting Conventions of the Principality and the East Kingdom. 5.06.3.3 Shall set and enforce weapon and armor standards. 5.06.3.4 Shall supervise the authorization of fighters and shall be responsible for submitting new authorizations to the Minister of Lists, within 3 (three) weeks of the authorization. 5.06.3.5 Shall supervise the training of fighters. 5.06.3.6 Shall appoint any assistants as deemed necessary. 5.06.3.7 Shall work with the Minister of the Lists to maintain the list of authorized fighters, which shall be available at Coronet Lists. 5.06.3.8 Shall receive and investigate all complaints concerning combat and, if necessary, shall convene and preside over Courts of Chivalry when appointed by the Earl Marshal. 5.06.3.9 Shall submit quarterly reports on the status of the martial arts in the Principality of Drachenwald to the Earl Marshal of the East Kingdom, with a copy furnished to the Coronet of Drachenwald. 5.06.4 Minister of the Arts/Sciences 5.06.4.1 Shall be responsible for fostering the development of historically accurate Arts/Sciences practiced in the Principality. 5.06.4.2 Shall be responsible to maintain accuracy and propriety of any Arts/Science Competition as per the directives of the Kingdom Minister of Arts/Sciences. 5.06.4.3 Shall work closely together and shall co-chair with any meeting of the collective guilds of the principality, as represented by the guild masters/mistresses. 5.06.4.4 The offices of the Minister of Arts and the Minister of Sciences may be held by one person should it be determined that it is in the best interest of the Principality to do so. 5.06.5 Chancellor of the Exchequer 5.06.5.1 Shall be responsible for maintaining the financial records of the Principality, and supervising the finances of the Principality. 5.06.5.2 Shall submit reports as requested to the East Kingdom and to the Sovereign and Consort, concerning the financial status of the Principality. Shall also be responsible for annual audit reports to USAREUR in accordance with AR 210-1. 5.06.6 Concerning the Disbursement of Funds by the Chancellor of the Exchequer. All funds held by groups or offices at Principality level or below (except for petty cash funds not to exceed $25.00) will be held in an account in the name of the SCA, Inc. (name of group or office) with the SCA Tax number on the account. For groups outside U.S. jurisdiction, the laws of the appropriate country apply. 5.06.6.1 The Chancellor of the Exchequer may disburse funds only in conjunction with the signature of him/herself and the Principality Seneschal. The Chancellor of the Exchequer shall keep the Coronet advised of expenditures. 5.06.6.2 The authority for expenditures is jointly granted by the Chancellor of the Exchequer in conjunction with Principality Seneschal and the Prince or Princess. 5.06.6.3 Normal office (mailing, etc.) expenditures of the Principality Seneschal may be reimbursed by the Chancellor of the Exchequer with the co-approval of the Sovereign and Consort. No phone calls will be reimbursed. Reimbursement may be in an amount up to $10 (ten) dollars per Reign. Itemized exceptional claims for reimbursement by any Principality officer must be submitted in writing to the Chancellor of the Exchequer. 5.06.6.4 Normal office (mailing, etc.) expenses of the Sovereign and Consort may be reimbursed by the Chancellor of the Exchequer. with the approval of the Principality Seneschal. No phone calls will be reimbursed. Reimbursement may be in any amount up to $10 (ten dollars) for the Prince and $10 (ten dollars) for the Princess per Reign. Itemized claims for reimbursement must be submitted in writing to the Chancellor of the Exchequer. 5.06.6.5 Reimbursements and/or general expenditures from the Principality Treasury for any amount greater than $20 (twenty dollars) must meet with the approval of the Sovereign, Consort, Principality Seneschal, and Principality Exchequer. 5.06.6.6 Any other minor expenditures by Officers of the Principality must be approved by the Chancellor of the Exchequer and the Principality Seneschal, before reimbursement will be issued. 5.06.6.7 With the exception of the Herald's and Chronicler's funds (which will be kept separately), all monies maintained by the Principality of Drachenwald will be in a central Principality Account. Methods of bookkeeping will be single entry bookkeeping. 5.06.6.8 In return for the privilege of being allowed by the Coronet to sponsor one of the four major events, it is requested that 75 percent of the profits from the event be donated by the sponsoring group to the Principality Exchequer, the remaining 25 percent to be kept by the hosting group. 5.06.6.9 Autocrats are encouraged to donate a portion of event profits (from events other than the four major events) to the Principality and to offer a discount to paid members of the Society. 5.06.6.10 The Principality shall not be responsible for losses incurred at any event due to poor management (in the opinion of the Coronet, Seneschal, and Exchequer). 5.06.6.11 The Exchequer shall submit a detailed financial statement to the Coronet and to the Principality newsletter, at the beginning of each reign, for publication. 5.06.7 Chronicler 5.06.7.1 Shall supervise all official publishing activities of the Principality and shall be the editor of (or supervise the editor of) the Principality publication, which shall be called the "Dragon's Tale". The "Dragon's Tale" is responsible for all required announcements and notices of official events, Principality Laws, and the like. 5.06.7.2 Shall be responsible to mail copies of the Principality Newsletter to other interested parties on the Kingdom level (i.e., Seneschal, Chronicler, King). 5.06.7.3 Shall maintain an up-to-date subscription list for the Principality Newsletter. 5.06.7.4 The Chronicler will maintain the official Principality Calendar of Events. Shall have final say in approving dates for all events within the Principality, excluding Investitures and Coronet Tourneys. 5.06.7.5 Shall maintain a bank account solely for Chronicler funds. 5.06.8 Chirurgeon 5.06.8.1 Shall have a minimum of a Red Cross First Aid Certificate or a recognized European equivalent and a current Red Cross C.P.R. card. 5.06.8.2 Shall coordinate and supervise the practice of emergency aid in accordance with the policy of the SCA. 5.06.8.3 Shall be responsible to provide health and safety education for the populace. 5.06.9 Minister of the Lists 5.06.9.1 Shall maintain all waivers and records pertaining to tournaments. 5.06.9.2 Shall maintain all records of authorization of fighters and medical problems and other restrictions. 5.06.9.3 Shall supervise the administrative function of tourneys. 5.06.9.4 Shall work with the Principality Marshal to provide him/her with any information necessary for the performance of the Marshalate. 5.06.9.5 Shall be ensured of the right of a clear line of sight between the List table and the List field. 5.06.9.6 Shall ensure that all fighters have up-to-date SCA authorization cards. 5.06.10 Principality Historian 5.06.10.1 Shall be a lesser office under the directive of the Principality Chronicler. 5.06.10.2 Shall collect material toward the end of preparing and maintaining an accurate history of the Principality. 5.06.10.3 Shall record Principality Activities, briefly chronicling small demos and significant events--tournaments, large demonstration events, Courts, etc.--with a brief description of the activity, including date, time, location, persons involved, etc. and provide the Chronicler with the information for the Chronicles in the "Dragon's Tale". 5.06.10.4 Shall keep files of all media coverage concerning the Principality. Maintains files, including all back copies of the Principality Newsletter. 5.06.10.5 Shall maintain an inventory of the SCA publications owned by the Principality. 5.06.10.6 Shall forward reports to superiors as required. 5.06.10.7 Shall maintain a listing of all regalia held by the Coronet and the Successors. Will conduct an inventory of regalia held by the Coronet. This inventory will be accomplished during the last month of each reign. 5.06.11 Constable 5.06.11.1 This is a lesser office under the Principality Knight Marshal. Shall be responsible for organizing and supervising the security of the site of SCA events. 5.06.11.2 Shall not be held liable for thefts or injuries at events but shall make all reasonable efforts to prevent such. 5.06.12 Chatelaine 5.06.12.1 Shall be a lesser office under directive of the Principality Seneschal. 5.06.12.2 Shall assist new members in learning the laws and customs of the Society and Drachenwald. 5.06.13 The Lieutenant-General of Drachenwald Archers 5.06.13.1 Shall be a Lesser Officer of State, under the direction of the Knight Marshal. 5.06.13.2 Shall oversee and encourage the study of period archery styles and equipment. 5.06.13.3 Shall enforce safety standards set forth by the Captain-General of Archers. 5.06.13.4 Shall make available regulations and information regarding target and combat archery. 5.06.13.5 Shall oversee archery competitions. 5.06.13.6 Shall appoint and warrant Captains of Archers and Archer Marshals-at-Large, in accordance with the standards set forth for such appointments by the Captain-General of Archers. 5.06.13.7 Shall meet requirements for holding office as set forth by the Captain-General of Archers. 5.06.13.8 Shall be responsible for such reports as may be required by the Coronet, the Knight Marshal or the Captain-General of Archers. 5.06.14 Signet Clerk 5.06.14.1 Shall be a Lesser Officer of State, under the direction of the Schwarzdrachen Herald. 5.06.14.2 Shall oversee the production of scrolls required by the Coronet. 5.06.14.3 Shall promote the development of calligraphers and illuminators in Drachenwald. 5.06.15 Marshal of Fence 5.06.15.1 Shall be a Lesser Officer under the direction of the Knight Marshal. 5.06.15.2 Shall be responsible for fencing within the Principality. 5.06.16 Chancellor of the University of the East Kingdom in Drachenwald 5.06.16.1 Shall be a Lesser Officer of State under the Minister of Arts & Sciences. 5.06.16.2 Shall coordinate and supervise the University of the East Kingdom in Drachenwald. 5.06.16.3 Shall disseminate to the populace information concerning the university. 6.00 TERRITORIAL BARONIES 6.01 Territorial Baronies may be established within the Principality of Drachenwald in accordance with the terms for establishment as outlined within the Corpora. In addition, the following requirements must be met: 6.01.1 The petitioning group must meet the minimum requirements specified in Corpora and must be able to guarantee that this minimum will be maintained between the time of filing and the time of approval by the B.O.D. 6.01.2 The petitioning group must have a sustained record of activities, including the hosting of Principality-wide events. 6.01.3 Request for the advancement to baronial status must be coordinated through the Sovereign and Consort, as well as the Principality Seneschal. 6.01.4 The Baron/Baroness of a Territorial Barony of Drachenwald must resign his/her title when no longer residing in the Barony. 6.02 All other branches within the Principality (Shires, Cantons, etc.) shall be organized and registered in accordance with the Corpora of the Society for Creative Anachronism. 7.00 CONCERNING THE CORONET LISTS 7.01 The Coronet List of the Principality of Drachenwald shall be held approximately 3 months prior to the next Investiture, on a date that shall allow the majority of qualified fighters to be present. 7.02 Requirements to Participate 7.02.1 Fighters participating in the Coronet Lists must have been authorized in the East Kingdom. Companions of the Order of Chivalry shall be exempt from this requirement. 7.02.2 No fighter authorized on the day of the Coronet List may participate in that Coronet List. 7.02.3 Participants in the Coronet Lists must be residents of the Principality of Drachenwald. The prospective consorts of such participants must also be residents of the Principality. Both the candidate and the prospective consort must be 18 years of age or older at the time of the tournament. They must have resided within, and been active in, the Principality for a minimum of 6 months, and attended a minimum of 6 events which have been published in the Principality Calendar of Events (excluding demos). The Coronet may, at its discretion, waive up to 2 months of the residency requirement. Competitors and prospective consorts must be acceptable to the Coronet. 7.02.4 Each competitor in the Coronet Lists shall have a prospective consort of the opposite sex. 7.02.5 Each competitor in the Coronet Lists and each prospective consort shall be members as defined in Corpora, or a Foreign Member with subscription to "Pikestaff", 3 months immediately prior to the Coronet List. Membership is defined as being listed in the Registrar's database as a member. All competitors shall sign a statement to the effect that they and their prospective consorts meet the requirements for membership. This statement shall be kept on file with the Minister of Lists. Membership must be maintained by the Victor and Consort throughout Their tenure as Successors and as Coronet. 7.02.6 No one shall compete in the Coronet Lists or be the prospective consort of a competitor who cannot fulfill the duties of the Coronet. Nor shall anyone knowingly compete for or be the prospective consort of a person who cannot fulfill the duties of the Coronet. 7.02.7 Each fighter and prospective consort shall provide proof of membership to the Minister of Lists on the day of Coronet Tourney. Failure to do so shall result in removal of both fighter and prospective consort from the lists. Proof of membership shall be: SCA membership card, mailing label, or cancelled check. 7.03 The victor in the Coronet Lists and his or her Consort shall together assume the Positions of Successors to the Coronet. 7.04 Investitures shall take place on or about 6 January and 21 June. At Coronet Tourney, the Tanist and Tanista will announce the date of Their Successors Investiture and request bids be submitted no later than the upcoming Investiture. At the Tanist and Tanista's Investiture, They will announce the chosen bid for Their Successors' Investiture. 7.05 Upon Their Investiture, the Successors to the Coronet shall assume the titles of Sovereign and Consort as appropriate. 7.05.1 The Sovereign and Consort must be first in fealty to the Principality of Drachenwald and the Kingdom of the East. No person who is in fealty to any other than listed above shall assume the Throne of Drachenwald. 7.06 Bids for Coronet Tournaments MUST be submitted to the Sovereign and Consort. Arrangements for those events are subject to the approval of the Prince and Princess. 8.00 GRANTING AWARDS 8.01 Principality awards may be granted only by the Sovereign and Consort of Drachenwald, in accordance with Principality law. East Kingdom awards may be granted only as specified in East Kingdom Laws. 8.02 Any awards given by the Coronet must be agreed upon and signed by both the Sovereign and Consort, except as specified below. 8.02.1 The Princess' Order of Courtesy is granted solely at the discretion of the Princess. 8.02.2 The Prince's Order of the Companions of Albion is granted solely at the discretion of the Prince. 9.00 CONCERNING ARMIGEROUS PRINCIPALITY AWARDS 9.01 "Orden Des Lindquistringes" 9.01.1 This award was established to honor a former member of the Principality/Protectorate, Fahrquar Finley Fahrquarson (John Lindquist). 9.01.2 Presented to those people who have distinguished themselves by long and extraordinary services to the Principality. 9.01.3 The badge of the Order shall be a ring formed of a wingless dragon in annulo Or, maintaining in chief with all legs and mouth a gem gules. 9.01.4 Members of this Order shall rank equally with members of the order of the Panache and the Order of the Silver Guard. 9.02 "Order of the Panache" 9.02.1 Presented to those people who have distinguished themselves by long and consistent excellence in the Arts and who have also constantly made their expertise available to the various members of the Principality. 9.02.2 The symbol of the Order shall be: (Fieldless) An "R" and a "B" conjoined at the upright, dependent therefrom a heart enclosing a letter "V", all argent; (OR) A pellet upon a bezant upon a torteau, issuant therefrom three feathers, sable, or, and gules. 9.02.3 Members of this order shall rank equally with members of the Orden des Lindquistringes and the Order of the Silver Guard. 9.03 "Order of the Silver Guard" 9.03.1 Presented to those members who have distinguished themselves by chivalry and prowess at arms. 9.03.2 The badge of this Order shall be a silver wristguard engraved with a dragon passant coward, wings addorsed, maintaining in dexter forepaw a sword erect. 9.03.3 Members of the Order shall rank equally with members of the Orden des Lindquistringes and the Order of the Panache. 9.04 "The Order of the Edelweiss" (formerly "Marguerite") 9.04.1 This Order shall be bestowed upon former Consorts of Drachenwald, at the end of their first full reign. 9.04.2 The badge of the order shall be: (Fieldless) an Edelweiss Or seeded gules within and conjoined to an annulet sable. 9.04.3 This Order shall carry with it an Award of Arms, if the recipient is not already armigerous. 9.04.4 Companions of this Order may be styled "Lord/Lady of the Edelweiss" as appropriate. 10.00 CONCERNING NON-ARMIGEROUS PRINCIPALITY AWARDS 10.01 "The Principality Company of Sojourners" (PCS) 10.01.1 Presented at the discretion of the Coronet to those members departing the Principality, who have contributed to Drachenwald. 10.01.2 The badge shall be a disc, barry, wavy Argent and Azure, two flaunches Vert. 10.02 "Order of the Prince's Order of the Companions of Albion" 10.02.1 Presented by the Prince to those of His subjects that He may deem worthy of recognition for exemplary chivalry, courtesy or service. 10.02.2 The Companions of this Order shall have the right to display the regalia of the Order, which shall be a black dragon's claw. 10.03 "The Princess' Order of Courtesy" 10.03.1 The Order shall be conferred by the Princess of Drachenwald upon such people as She deems worthy, by reason of their exemplary chivalry, courtesy or service to the people of all ranks in this Principality and in the Society at Large. 10.03.2 The Princess may, if She sees fit, call upon the members of the Order to assist Her with their aid or advice in encouraging Courteous behavior, whenever She may deem this necessary. 10.03.3 The symbol for this award shall be an Edelweiss with a red center to be worn on a pin or silver chain. 10.04 "The Dragon's Tear" 10.04.1 This Award is given at the discretion of the Coronet to the autocrat(s) of an extraordinarily successful event. 10.04.2 The symbol of this Award shall be a small teardrop shaped pendant of black obsidian, worn on a red and gold cord. 10.04.3 Members of the Principality may receive this Award more than once. 10.04.4 Recipients of this Award may be styled, "Holder of the Dragon's Tear" (or, if they have more than one, "Holder of two Dragon's Tears," or however many). 10.05 "The Order of the Dragon's Bowle" 10.05.1 This award is given to promote period table settings. 10.05.2 It is awarded at the discretion of the Coronet. 10.06 "The Order of the Dragon's Jewel" 10.06.1 This award will be given to children (under 18 years of age) who have distinguished themselves through exemplary behavior or service. 10.06.2 The symbol for this award will be a crystal jewel other than black suspended from a red, black, and gold ribbon or cord. 10.07 "The Order of the Dragon's Pride" 10.07.1 This award will be given to children (under 18 years of age) who have distinguished themselves through exemplary work in the arts and sciences. 10.07.2 The symbol for this award shall be (reserved). 11.00 CONCERNING THE PRIVILEGES OF THE NOBILITY AND PEERS 11.01 It is their right and duty to advise the Coronet concerning matters of State. 11.02 They shall be responsible for establishing and maintaining a high example before the members of the Principality of the Ideals of the S.C.A. and should encourage the authenticity and spirit of the Current Middle Ages. 11.03 They are entitled to the respect due their station. 11.04 Knights shall swear their Oaths of Fealty, through the Coronet of Drachenwald, to the Crown of the East. 11.05 Each Order of Peerage is responsible for selecting a Principal, or Senior member, who shall speak for the Order before the Coronet. 12.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE POPULACE 12.01 The populace of Drachenwald owes homage to the Crown of the East and to the Coronet of Drachenwald. It is appropriate to do homage when entering the Royal Presence, and when passing certain symbols of Royal authority, specifically the Crowns or Coronets and the Thrones. 12.02 The Right to Petition: The Coronet recognizes the right of any member of the Principality to petition for redress or reward, providing they adhere to the following requirements: 12.02.1 Petition for Redress 12.02.1.1 When due process for the action has been followed, or at least attempted, an individual has the right to petition directly to the Coronet. If an individual cannot receive redress of a grievance at a local level, then he should petition the appropriate Principality Officer. If redress is still not available, then he has the right to petition directly to the Coronet. Such a petition must be in writing and should be presented to the Coronet in private (not during Court). 12.02.1.2 Complaints against a member of the Peerage (Knights, Laurels, or Pelicans) should be addressed to the Principal member of the Order. If the redress is still not available, then the individual may petition in writing the Coronet. 12.02.1.3 Copies of all petitions received by the Coronet shall be distributed by the Coronet to all parties concerned, for explanation or rebuttal. 12.02.2 Petition for Awards 12.02.2.1 Any member of the Principality may recommend a person for recognition by means of a Principality or Kingdom Award. 12.02.2.2 All recommendations for awards shall be submitted to the Coronet. 12.02.2.3 Recommendations may be submitted either verbally or in writing, as required by the Coronet and should include the following information: SCA name, mundane name, SCA branch group, reason (including length of service to the Principality), other information as required by the Coronet. 12.02.2.4 After determining action to be taken on a recommendation, the Coronet should, but is not required to, inform the person making the original recommendation as to this action. 12.03 The Right to Bear Steel 12.03.1 All members of the Principality shall be assured of the right to bear steel. 12.03.2 Those members found to be irresponsible, through misconduct or negligence, with their weapons, shall forfeit the right to bear steel in the Principality. 2.03.3 ALL bladed weapons shall be carried sheathed. ALL blades will be passively bonded at S.C.A. events, expect for ceremonial duties of the Royal Guard. 12.03.4 Weapons of War shall not be carried before the Throne, without the permission of the Coronet, during Court (Knights are excluded from this restriction). 12.04 It should be the duty and responsibility of all members of the Principality of Drachenwald to maintain and increase Authenticity, the Spirit and the Willingness to create a Current Middle Ages. 12.05 Any member of the Society may register an heraldic device or badge with the College of Arms and display it in any appropriate manner they choose. No members of the Society may display a coat of arms or device that is not theirs. No one may display a badge to which he/she is not entitled. However, a person may display the arms or device of his lady (her lord) on or as a token of favor. 13.00 MISCELLANEOUS 13.01 The Coronet looks with favor upon the formation of Guilds within the Principality and directs that they operate under the joint supervision of the Minister of Arts and Sciences. Guildmasters will be called upon by the MOS and MOA in conclave, upon occasion. 13.02 Smoking is forbidden in the central area of any event, being defined as any area where people must be present in order to participate in the event, such as the hall where a feast is held, or the area immediately surrounding the Lists at a tournament. The autocrat shall be responsible for defining the boundaries of the central area and for providing some other area as convenient as may be found where smoking is permitted and made safe and practical. Smoking is permitted in the interior of a pavilion with its owner's permission. 13.03 Canned beverages are forbidden to be set out in plain sight at Principality events. Those who bring canned beverages are directed to keep them out of sight and to discreetly dispose of them afterwards. 13.04 All mythical animals, such as unicorns, dragons, wyverns, etc., shall be under the protection of the Coronet of Drachenwald. 13.05 Assassinations are in poor taste, WILL NOT be condoned and are subject to administration of justice of the Coronet. 13.06 All official communications shall be in writing. A communication not in writing shall be considered rumor and therefore unofficial. 13.07 Free admission to an event for any gentle, to include the Coronet, is at the discretion of the Autocrat and Chancellor of the Exchequer of the sponsoring group.
