manusstopp f|r januarinumret {r den 25 november... [nd}
lyckas man inte f} ut informationen i tid.

Gn{ll & gn|l.

kraschar, barn f}r kikhosta, man byter jobb, flyttar, blir

Ta i trae.

>>Greetings from Caroline! There seems to be some confusion over who has

kungad|mena.

Det h{r {r VIKTIGT. Ingen av de hittills utsedda ledam|terna {r europ`;

Greetings from Lady Caroline Forbes of Oxfordshire, Grand Council
Coordinator! At the Board meeting on 15 October 1994, the Board
appointed me Chair (or Coordinator) of the Grand Council. They also
appointed a number of people to the Council, whose names are a subset
of what Aelflaed had posted earlier. (I will discuss the procedure
for choosing the rest of the Council, and the current Council
membership, in another note.)

This posting is to request your opinions on the document below. It is
a DRAFT Charter for the Grand Council, to describe its reason for
being and how it will operate. Your feedback is requested to
strengthen this document, preferably by 5 NOVEMBER 1994.

Some background:

This document was drafted primarily by me, with input from a number
of gentles from around the Known World. More input is needed to make
this document truly define what the GC should do and how it is
organized. The Board was given a copy of this document (with pretty
fonts) at the Board meeting today, and they will also be commenting
on it. Attendees of this meeting also received copies.

What you should do:

Read the document. Think about if it says what you thought the GC is
supposed to be and do. Print it out and take it to your next meeting,
event, or post revel. Talk about it with your friends and enemies.
Send me your comments.

Of course, I know that comments will be posted throughout the Known
World, and this is to be encouraged. I just may not be able to read
all of them, so if there's anything you really want me to see, send
them to me directly.

If you want to apply to the Grand Council, and you haven't already,
please send ME your resume and any other information. My address is
at the bottom of this note.

I thank you for your time and consideration in this matter.

Caroline

=============================================================
DRAFT Grand Council Statement of Organization and Purpose
14 October 1994

PURPOSE
To examine the Society for Creative Anachronism, Inc.'s corporate and
organizational structure, incorporating discussions from throughout
the Society, and make recommendations for changes necessary to carry
out the Society's mission given a global organization. This Grand
Council is empowered by the Board of Directors to independently
conduct this examination and make the most appropriate
recommendations. Final recommendations on the initial projects will
be made no later than the Fall 1996 meeting of the Board of
Directors.

SCOPE
Broadly, the GC scope is to examine all facets of the SCA, Inc., from
the Bylaws to waivers to the level of centralization. Narrowing this
focus enables the GC to provide the best possible recommendations to
the Board. The GC will initially focus on three projects.

_Focus Areas_
* Relationship Between Corporation and Society Branches. This project
considers how the Corporation does and should interact with all
branches of the Society, taking into account the global nature of the
Society.

* Services Provided by the Corporation. This area includes an
assessment of what services the Corporation should provide and an
investigation of the appropriate means to provide them. Cost
management is a priority.

* Corporate Governing Documents. This project reviews the governing
documents and recommends changes, perhaps in light of the
recommendations of other projects.

The GC is charged with organizing and planning these three projects
to have them be completed by the Fall 1996 Board meeting. The project
schedule will be presented at the January 1995 Board meeting.
Completing the projects before the Fall 1996 meeting, if possible, is
encouraged.

Additional projects may be added to these focus areas by the GC, but
each project must be managed so that the GC can appropriately discuss
and make recommendations on all it has been asked to consider.

This scope, and the role of the GC in general, will be re-examined at
the Fall 1996 Board meeting. At that time, the Board will agree to
continue the work of the GC, disband the GC, and/or create another
council to discuss specific issues.

RELATION TO BOARD OF DIRECTORS
The GC is an advisory board to the Board of Directors and has no
power to enforce the recommendations it makes. However, given that
the GC is made up of Society participants from a large cross section
of the populace, its recommendations should be considered with
respect to this diversity of membership. The Board will therefore
consider the recommendations of the Grand Council at open meetings.

BOARD RESPONSIBILITIES
The Board of Directors has the following responsibilities for the
Grand Council:

* Actively support the mission and charter of the Grand Council
* Appoint a Board Member to serve as Ombudsman for the GC
* Be available to discuss the current situations and possible
proposals or recommendations with GC members
* Appoint the Executive Director to answer day to day questions of
the GC
* Agree to seriously consider the recommendations of the GC in open
meetings of the Board

GRAND COUNCIL MEMBERSHIP
There will be no fewer than 30 and no more than 40 members on the
Grand Council. Membership will last for no more than 2 years, until
the Fall 1996 meeting of the Board of Directors. Members can re-join
the GC should it continue after the Fall 1996 meeting.

If a member resigns from the GC, another will be appointed by the GC,
keeping in mind the then-current needs of the GC and for diversity
within the GC. This appointee will join as soon as appointed and will
be noted in the next report to the Board.

Should a member not participate in GC discussions for a period of two
months, the member will be reminded of his or her non-participation
by the communications coordinator. At that time, the member will be
given the option to resign from the committee. Two periods of non-
communication will result in replacement.

GRAND COUNCIL MEMBER RESPONSIBILITIES
Members of the GC have the following responsibilities:

* Actively participate in GC discussions and decisions via Internet
email or letter, as appropriate
* Frequently discuss the issues facing the GC with Society
participants in whatever forum(s) are appropriate (Kingdom email
list, events, the Rialto, local meetings, etc.)
* Consider all sides of discussions and options presented and provide
recommendations based on those discussions
* Attend GC meetings if at an event where a meeting is held. Meetings
could be held at Pennsic, Estrella, etc.

STRUCTURE OF GRAND COUNCIL
The GC is charged will developing an organizational structure which
will enable it to accomplish its objectives. This structure will be
presented to the Board at the January 1995 meeting. The following
structure is proposed, given the current project list and
communication method.

One member be appointed the Communications Manager. This role is to
be the conduit between the Internet list and the paper mail, posting
paper mail messages and mailing the Internet postings weekly. This
person would also prepare the cohesive project update to the Board
for each meeting. Justin du Coeur has volunteered for this position.

Three project managers be appointed, one for each project. These
gentles would be responsible for running each of the above-named
projects, including creating the schedule, managing discussions and
proposals, communicating with the other project managers on joint
issues, and creating the presentations to the Board. Internet email
access is strongly encouraged for these positions. These people will
be appointed before the January 1995 Board meeting.

One member be the overall Grand Council coordinator. Caroline Forbes
of Oxfordshire has volunteered for this position. The exact role of
this coordinator will be determined by the GC.

REPORTING REQUIREMENTS
The GC will report to the Board at each of the Board's quarterly
meetings. Reports and recommendations may be presented at any of
these meetings. Interim reports will be presented to the Executive
Director and the GC Sponsor at appropriate intervals.

Reports will contain both majority and minority opinions of the GC,
if applicable, and recommendations for implementation of these
opinions and options.

AMENDMENTS TO CHARTER
This document will be included in the Society Seneschal's notes of
the Board meeting at which it is approved and will be published in
Tournaments Illuminated.. This document may be amended at any time by
the GC and reported upon at the next Board meeting. Amendments will
be included in the Society Seneschal's notes on the next Board
meeting.

RELATIONSHIP TO IAC
The GC will not handle issues better suited to the IAC. Communication
with IAC members is crucial to ensure that projects do not overlap.

RESOURCE REQUIREMENTS FOR 1995, LISTED FOR BUDGETING PURPOSES
* Postage reimbursement for letters, estimated at $520.00 (1 letter
per week to each non-Internet available member). The GC is encouraged
to conduct fundraising efforts to pay for its own postage and any
other expenses it may incur.
* Transportation for 1 GC member to attend each Board meeting to
present a status report on the progress of the Council. The GC will
attempt to send members which will incur few transportation costs to
the Corporation, such as a member living close to the Board meeting
location.
* 5% of ED's time
* Some amount of each Board members' time

Bra fr}ga, man f}r n{sta en k{nsla av att viss inte vill att det ska komma s}

Alla p} Prath|gen h{lsas av herr Peder!

> * Varf|r kom kallelsen s} sent?

lokaler upptagna f|r |vriga aktiviteter, s} herr Roland (autokrat f|r

h}llas. Vi best{mde p} v}rt f|rsta Ting att vi inte skulle ha n}gra
s}dana.  D{remot kommer det s}dana regler n{r vi bli furstend|me: d}

Nej. Det inget man kan g|ra nu: kalla kan man bara g|ra n{r man vet
var och n{r m|tet ska h}llas. Men det {r klart: ju tidigare detta
blir best{mt, desto tidigare kan kallelsen g} ut. T{nk p} det, alla
presumptiva tings-autokrater.

massa jobb.

    mvh
    Peder Klingrode

The groups in France are sponsored by the shire of Polderslot, Holland.
So if you can't afford a ride all the way to France, but you can make your
way to Holland, you can probably hitch a lift from there.

If you need e-mail adresses of people in charge in Holland, let me know.

Broadside of a Board --- Samhain Edition, October 31, a.s. xxix
(For Cynagua Coronet / Mists Investiture)
(Written and published by Master Frederick of Holland, Duke)

Report on the Board Meeting
The meeting was held in Richardson, TX, just north of Dallas. The
Board met for 8 hours in a Committee of the Whole meeting on Friday,
October 14, from 8am to 8pm. Director A.J. Riviezzo was unable to
attend this meeting, which led to occasional confusions on Saturday.
The meeting on Saturday, October 15, started at 9:20am and lasted to
just before 6pm. This was not as long a public meeting as it might
seem because the Board was in Executive Session from ~12:30 until
	4:00pm.
General observations: The meeting was attended by 40-60 people,
not counting Board and Officers. Mixed garb both on the Board and in
the audience. Small (1 1/2"x3") non-threatening picket signs were
offered for use by a certain Duke of the West. Usage of the signs was
sparse at first and increased throughout the day. At least one Board
member wore one for a while.
Audience participation in the discussions of the day was generally
polite. The members of the Board listened with greater and lesser
attentiveness, but most did listen, at least a little bit. (More on
	this in the opinion section.)
Much of the time in the meeting was spent on routine business of
the Board. The reports below are of items which the publisher believes
to be important to the Society as a whole and to interpretation of the
	Board's actions.

	Definition of Member
As one of the last actions of the day, the Board made an official
statement of what constitues a "member". The Board declared that the
definition of membership in Corpora I applies to By-Laws Section X. No
commentary was made as to why this announcement was delayed so long,
given that the original request for such definition was made at the
	April meeting. Quotations follow:

Section X of the By-Laws reads (in part):
	"X. BOOKS AND RECORDS
[...] The books of account may be inspected by any member or
member's agent, for any reasonable purpose at any reasonable time.
	[...]"

Section I of Corpora reads: (in part)
	"I. MEMBERSHIP
	[...]
(Note: According to the California law under which the Society
operates, it is defined as a nonmembership corporation. That law
supports the Society's use of the terms "member" and "membership" in
the common English meaning, referring to persons who have paid to be
associated with the organization, rather than the specialized meaning
found in statutes relating to Members of Corporations.)"

	Waiver Committee
The Waiver Committee reported through its ombudsman, John Fulton
(Duke John ("Bucky") Bearkiller). There is a very rough draft of a
generic (waiver)/(assumption of risk) text. This was handed out to the
Board only, since the committee felt that it was not yet ready for even
a cursory review. This correspondent managed to get a glimpse of it,
and it seems to be an extraordinarily commonsense document so far. The
committee noted nine (9) areas needing further work, and or points they
needed to make to the Board. Of special note was a statement by the
Committee that a draft would be published for further comment before it
was enacted, and that the whole matter of implementation of waiver
policy still needed to be addressed. They called for more volunteers
and ideas. Contact them through Anne M. Klingen (1532 Vera Cruz,
Memphis, TN 38152). Now is probably a particularly good time to bring
up any concerns you have on matters of implementation.

	Grand Council
The Grand Council is finally (almost) under way. The Board of
Directors approved "in principle" a proposed Charter for the Grand
Council, and then remanded it back to the Grand Council for further
work and refinement. The Board also approved the appointments from ten
of the 13 Kingdoms (three hadn't appointed anyone), plus the appoint-
ment from Lochac, as well as the nomination of seven other members.
(By the time you read this, the appointees from the other three
Kingdoms will probably have been approved.) A nominating committee has
been set up to process further resumes and to recommend appointments to
the Board to bring the membership of the Council up to full strength
(defined as 40 in the Charter). Caroline Forbes of Oxfordshire was
appointed as Coordinator of the Grand Council. (Carol.L. Smith, 14713
Mill Spring Drive, Chesterfield, MO 63017-5654. (314)-530-1836, no
calls after 10:30 CENTRAL, please. e-address:
clsmit@ccmail.monsanto.com ) Send resumes to her either via the USPS or
	via e-mail.
Caroline said that it is the intent of the people already working
on the GC that all deliberations of the Council be open to the entire
membership of the SCA. The deliberations are currently scheduled for
weekly publication via letter and via e-mail. Price has not yet been
set, but it won't be cheap. The publisher of Broadside of a Board is
planning on downloading the Grand Council deliberations on a regular
basis and making them available in the West Kingdom for cost of
copying. We were told that people who are not on the Grand Council are
welcome to comment on the deliberations thereof by passing such
comments through any of the members of the Grand Council. (In the West
Kingdom, the closest members are Sir Eric Bearsbane and Corwyn da
	Costa.)

	Branch Fiscal Policy
Implementation of the new Branch Fiscal Policy, scheduled for 1
November, was cancelled by the Board.
The Board will be looking into a revised proposed Branch Fiscal
Policy which was developed at a recent meeting of Exchequers of the
Known World. Copies of the revised proposal are available from the
Kingdom Exchequer and from the publisher. While it is "better than the
old one", it is the opinion of the West Kingdom Exchequer and this Duke
that it still needs to be made reasonable for implementation by small
groups. Read it and write the Board!
The question of whether there shouldn't be a Board Fiscal Policy
was pointedly asked from the audience. (There is currently no policy on
check signing and the like.) The Treasurer agreed that there should
be, and discussion was cut off.
A request from the Society Exchequer to have a requirement placed
in Corpora that every branch must have a Treasurer was send to IAC for
commentary. Implementation of this requirement will depend in part on
	the new Branch Fiscal Policy.

	Non-member surcharge report.
As of 7 October, about $15K in surcharge has been collected. Of
this, about $6K was from Pennsic. The Society Seneschal said that all
Kingdoms showed some compliance and that she thought that a "good
faith" effort was being made. This correspondent has his doubts.

	Board Secretary and Treasurer
A proposal was made to separate the Offices of Secretary of the
Board and Society Treasurer from the Board. Currently both offices are
held by Directors. The idea met with special resistance from A.J.
Riviezzo and Randall Tatro and was put forward to the January meeting
	for further discussion.

	Acting Executive Director resigns,
	Executive Assistant appointed.
In a short but emotional speech to the meeting, Sandra Dodd
(Aelflaed of Duckford) announced her resignation from the position of
Acting Executive Director of the SCA. The search for an Executive
Director is continuing. Rather than appoint yet another Acting ED, the
Board appointed Lori Taylor (Viscountess Lore de Lorraine, O.P.) as
Executive Assistant to the Board. She will be handling much of the
day-to-day business that Aelflaed did. Her address is Lori Taylor,
	6161 E. Grant Rd. #24209, Tucson, AZ, 85712. (602) 855-3430. E-mail
access is being arranged and will be publicized.
Proposed changes to the By-Laws to change the relative position of
the ED and the Society Seneschal were brought up. Supposedly they will
	be publicized for commentary.

New Committees -- Share the Burden?
Director Lee Forgue (Mistress Eilis O'Boirne) proposed the
formation of two new committees to "spread the load". The first was an
Insurance Committee to investigate and shop insurance policies with
recommendation to the Board and the ED with respect to purchasing same.
This idea was approved, and volunteers to serve on it are being
solicited. Send your resume to the Ombudsman to the Committee, Ed
Kreyling, 202 South Park Drive, Jackson, MS, 39211 (601)-957-0397. (He
is also the West Kingdom Ombudsthing.)
The second proposal was for an Audit Committee to provide
oversight for spending and the budget, to report to the Treasurer and
the Board. In a quick maneuver, A.J. Riviezzo, Society Treasurer,
claimed that the Finance Committee should be the committee to do this,
not a new committee. While there was some commentary that the Audit
Committee should be an independent body, it was finally agreed that
there would be a trial period to see if the Finance Committee would do
	the job properly.

Access to the Books of Record
A procedure is being established for the membership to obtain
access to the Books of Record (if they want them). The proposed
procedure is that the books will be open for inspection by appointment
Tuesdays and Thursdays from 10-12 am and 1-3 pm. Copying costs will be
established. Ed Kreyling suggested that these procedures be finalized
by Rene Signoretti, and then publicized to the membership (his
	emphasis).
A.J. Riviezzo, the Society Treasurer (and Board Member) also
stated that summary reports, containing year-to-date cash flow,
balances, and membership figures will be made available by mail. Mail
your requests to the Society Office. No cost for this report was
established. I suggest that until such cost is established and
publicized that such requests be accompanied by $1 for copying costs
and a legal-length SASE with three ounces of postage.

	Next Board Meeting
The next meeting of the Board will be held 13 and 14 January,
1995. The Friday meeting will be at the corporate headquarters in
Milpitas. The Saturday open meeting will be at an East-Bay site which
has yet to be confirmed in detail. More in the Page and in the Twelfth
Night Edition of this Broadside. Deadline for commentary on issues is
30 December, to the Society Office.

	Commentary/Editorial
	What the Board didn't do:
They didn't repeal the non-member surcharge, or discuss it. It
will be reviewed at the January meeting. There was no discussion at the
meeting on the money raised, or whether or not that was actually a
	significant amount.
They didn't publically discuss the financial emergency at all!
There was some discussion of the matter with the audience, led by
AElflaed, during the Executive Session, but the Board didn't hear it.
The thrust of that discussion was that the Board needed to give the
membership some good reason to trust it with more money before that
	money would be forthcoming.
They didn't establish any controls over spending the subscription
liability money, or any other sorts of spending controls.
They maintained veto power over the membership of the Grand Coun-
cil and the terms of the Charter. They don't seem to be using the veto
power, but the effet of that control is chilling.

They didn't select a 7th member. They are planning to do this in
a phone meeting in early November.
Some members of the Board fought any reduction in the power of the
Board at every opportunity. The newer members of the Board (John, Lee
and Ed) seemed to be more receptive to the idea of member participation
and openness, but seemed unwilling to push the matter in public
meeting. There was a clear polarization of the Board along old-
Board/new-Board lines in many of the public discussions.

What the Board did do (Positive actions):
They didn't take precipitous action on several items that came up.
How can a negative action be positive? Just think back on things that
the Board has done in the last 9 months.
They did offer some information, which had been previously held as
a tight secret, to the membership.
They did acknowledge that the members are members (finally).
They didn't say "No" to the idea that the Officers of the SCA,
Inc. might be other than Directors. They didn't say "Yes", either. It
is my feeling that they need to be encouraged to make this separation,
allowing more people access to the highest levels of "power", and
reducing the tendency of the Board to micro-manage the SCA.

	Overall Comment
The Board meeting was a holding action. The Board didn't do
anything particularly bad, but they didn't do anything particularly
good, either. The newer Board members do seem to be more open to input
from the members, but they are still reluctant to fight it out with the
older Board members in public discussion. Write to them (and to the
others as well) urging the Board to take a leadership position in
reforming the SCA, Inc. into something that does not interfere with our
Society life and which is accountable to the membership. "Reform and
Reclaim" CAN begin at the top!

visar vad man {r. Medaljonger {r s} mycket diskretare.

Salve allihopsens, Ulf igen....

Hej everyone,

Ok, Understanding that I'm reading Swedish and I might not understand
everything(please let me know if I'm totally offbase). the basic
question is: Should fencers be elevated to a Laurel or Knight.

>>
>>Borde man inte d=E4rf=F6r kunna bli riddare genom f=E4ktningen?
>>Vad tycker ni? Skall en f=E4ktare som uppm=E4rksammats som en p=E4r b=
>>li
>>Laurel eller riddare?

My answer{Rusty puts on his flame resistant suit :) } No! Right now
the SCA looks upon fighting as heavy fighting, Pelicans for Service
and Laurels for Arts and Sciences.

(this is coming from a person in a different kingdom) In Calontir we
don't allow fencing as it is practiced in most kingdoms. I have seen
fencing in Drachenwald with face masks, w/ metal foils, etc... That
is not allowed here. Metal weapons aren't allowed on the lists. Most
foils are made of what? Metal. We have devised foils made from PVC
plastic that work very much the same and aren't as flippy. The people
that want to fence in Calontir(and those outside of
Calontir) stated they won't play by those rules. So, no fencing.

In the kingdoms that allow fencing, I could see a GOA(POA) being allowed
for Fencing(ansteroria has such an award) but I can't see someone being
made a Knight or Laurel for it. I think(this is an opnion) that
is a shame for someone being made a Knight for Fencing.

Ok, Let the flames begin. :) :) :) :)

Hi Rusty!

I honor Calontir for the decision to disallow fencing. My personal
opinion is that even though fencing is demonstrably "period", it
does not fit with the Age of Chivalry -- fencing is a matter of
duelling, not honorable medieval feudal combat. Most of all, it
makes me think of The Three Musketeers, and that is the *wrong*
movie!

Also, fencing as it is done in the SCA has rather little to do with
renaissance fencing as done ca 1350 (Italy) and on. Our epees are
*far* too light. So, in the SCA I would want, "renaissance fencing"
does not exist.

But it *does* exist in most parts of the SCA, and the blight of
renaissance foppery is spreading. Reluctantly, I accept that
it probably will not go away. So, it exists in the SCA, it is a martial
activity -- not an art -- and that means it should lead to knighthood.

The SCA has some difficulty making up its mind about what knighthood
really is. A re-creation of medieval knighthood? Or a reward for
services and skills in the Society? There is a conflict between
these two functions. As it is today, most of the traditions and
rules concerning knighthood are clearly in the "reward" rather
than in the "recreation" direction. It is then logical to have
knighthood as a reward for martial activities.

Hi all,

The candidate must be considered the equal of his or her
prospective peers with the basic weapons of tournament combat.
                           watch closely--->^^^^^^^^^^^^^^^^^

Corpora G.5 says....(rapier fighting in the society)
The Board acknowledges period rapier combat as an ancillary activity
of the Society when properly supervised by the Marshals and when approved
by individual kingdoms. Rapier combat may take place within a kingdom only
by rules established by the Marshallate of that kingdom and after the approval
of those rules by the Marshal of the Society. The Board directs the Marshal
of the Society to formulate guidelines for rapier combat within the Society.

officiell funktion byter adress.

Men alla konstruktiva f|rslag hur man l|ser
ett s}nt h{r problem tas emot tacksamt.

An other (financially less attractive) solution would be to have the
mail forwarded to an other address that may be changed whenever the
need arises. I don't know how much this would cost though, and a delay
of a few days extra would probably arise as well.

A similar thing, though at kingdom (Drachenwald) level has already occured:
A lady from Polderslot has become a member of the order of the silver guard
for her fencing. There may be more by now.

What I wonder about is how many heavy weapons fighters have gotten their
_Laurel_ for their attempts to make fighting as period as possible. A person
who comes to mind is baron Ragnvald, who was one of the first in Nordmark
to run around in very good looking and documented armour, when most others
were still wearing hockey gloves, hockey protection, a tabbard, and
desperately looking for something to put on their heads.

Salve!

an
den presumptive medlemmen.

D=E4rf=F6r gjorde Countess Alienor och jag gemensamt bed=F6mningen at=
t
f=F6r att underl=E4tta f=F6r "kunderna" s=E5 vore det bra med en post=
box.
=F6r mig

nedslagen i skosulorna. Det var absolut inte menat att f=F6rsv=E5ra
f=F6r andra att ta =E4mbete utan f=F6r att underl=E4tta f=F6r de bliv=
ande
medlemmarna och jag hoppas du har f=F6rst=E5else f=F6r detta. Sj=E4lv=
-

lokalgrupperna.
