Har kommer majl fran Philip McBride.
Snackade med Aodan och han mumlade nagot om att ni kunde koppla upp mig, for
att pa sa vis kunna hanga med i det minst sagt "smaskiga asikts- och brevkrig
som rader i det fagra Nordmark.

Jag har ingen pejl pa vad som behovs for att ni skall kunna  gora detta men
jag gissar  att det racker med min adress som ni nu lar ha.

Nu vet jag inte vem det ar jag skriver till men du ar sakert en hyvens snubbe
och jag onskar dig ett snabbt tillfrisknande fran eventuella sjukdommar, och

Skillnaden =E4r f=F6rst och fr=E4mst att vi nu inte har n=E5gon egen furste =
och
furstinna, utan att Kungen och Drottningen tillika =E4r furste och furstinna
av Nordmark. (Har jag redan skrivit i sparren) I den h=E4r situationen =E4r =
det
brukligt att utse en sk. 'viceroy', med funktionen av fursteparets
representant p=E5 platsen. Hur detta skall g=E5 till avg=F6rs l=E4mpligen p=

Någon undrade om v}ra {mbetsm{n fick veta att vi skulle bli kronfurstendöme.
Harabanar svarade att han och Lady Mary hållits orienterade, och att
Kung Michael haft lite bråttom i den här frågan.

Vad har Michael med saken att göra? Det är BOD och bara BOD som bestämmer
om grupper får bli kronfurstendömme. Har någon hört talats om ett faktiskt
_beslut_ från dem? Att enskilda bod-medlemmar sagt att vi bör bli kron-
furstendöme och att bod helt säkert kommer godkänna en sån sak är _inte_
detsamma som ett beslut.

Bod har i ett protokoll som jag tidigare refererat i Silversparren meddelat
en 'beslutsavsikt' att genomf=F6ra ett s=E5dant beslut ('within the 2-4
months'). S=E5vitt jag f=F6rst=E5r =E4r Michaels handlande sanktionerat av=
 av BOD.
(Som i det h=E4r fallet kommunicerat med Ingrid kungarikets drots. D=E4rf=F6=

jag bara andrahandsuppgifter.)

Lees emailadress står i Dragon's Tale. Jag har redan skrivit och frågat
henne, men fick inget svar förrän idag eftersom hon varit bortrest under
helgerna. Hon skriver bl. a. det du skrev, men också en del annat. Jag
ska kontrollera att jag inte missförstått henne innan jag sprider det vidare.

Till Harabanar: Jag påstod aldrig att någon förbjudit någon eller något
att ha en vicar, utan frågade varför du fortfarande är en. Den vicar-post
du besatta handlade ju om att administrera frågan om vad som ska hända 
Nordmark när det lämnats utan baron. Om Nordmark slutat vara baroni, så
har ju naturligtvis den funktionen upphört. Skapade Michael en ny, snarlik,
funktion inom kronfurstendömet, med samma namn, åt dig? Vad mer exakt
innebär den?

N=E4r Michael ursprungligen ville utn=E4mna ett kronfurstend=F6me ville han =

en viceroy med omedelbar verkan. Eftersom jag ans=E5g att ett s=E5dant val i=

Nypris enligt samma katalog 1250:-, jag tar 1000:- f|r mitt, det priser

Okay, everyone. . . . a true story of justice in the good old U.S. of A.
Thought y'all might enjoy this; if nothing else, it shows internet justice,
if it can be called that.

My daughter and I had just finished a salad at Neiman-Marcus Cafe in
Dallas & decided to have a small dessert.  Because our family are
such cookie lovers, we decided to try the "Neiman-Marcus Cookie."  It=20
was so excellent that I asked if they would give me the recipe and they=20
said with a small frown, "I'm afraid not."  Well, I said, would you let=20
me buy the recipe?  With a cute smile, she said, "Yes."  I asked how=20
much, and she responded, "Two-fifty."  I said with approval, just add it=20
to my tab.  Thirty days later, I received my VISA statement from=20
Neiman-Marcus and it was $285.00.  I looked again and I remembered I had=20
only spent $9.95 for two salads and about $20.00 for a scarf.  As I=20
glanced at the bottom of the statement, it said, "Cookie Recipe -=20
$250.00."  Boy, was I upset!!  I called Neiman's Accounting Dept. and=20
told them the waitress said it was "two-fifty," and I did not realize=20
she meant $250.00 for a cookie recipe.

I asked them to take back the recipe and reduce my bill and they said they
were sorry, but because all the recipes were this expensive so not just
everyone could duplicate any of our bakery recipes . . . the bill would
stand.

I waited, thinking of how I could get even or even try and get any of my
money back.  I just said, "Okay, you folks got my $250.00 and now I'm=20
going to have $250.00 worth of fun."  I told her that I was going to see
to it that every cookie lover will have a $250.00 cookie recipe from
Neiman-Marcus for nothing.  She replied, "I wish you wouldn't do this." =20
I said, "I'm sorry but this is the only way I feel I could get even," =20
and I will.

So, here it is, and please pass it to someone else or run a few copies...

I paid for it; now you can have it for free.

(Recipe may be halved.):
2 cups butter
4 cups flour
2 tsp. soda
2 cups sugar
5 cups oatmeal (blended)
24 oz. chocolate chips
2 cups brown sugar
1 tsp. salt
1 8 oz. Hershey bar (grated)
4 eggs
2 tsp baking powder
3 cups chopped nuts (your choice)
2 tsp. vanilla

Measure oatmeal and blend in a blender to a fine powder.  Cream the butter
and both sugars.  Add eggs and vanilla;  mix together with flour,=20
 oatmeal, salt, baking powder, and soda.  Add chocolate chips, Hershey=20
bar and nuts.  Roll into balls and place two inches apart on a cookie=20
sheet.  Bake for 10 minutes at 375 degrees.  Makes 112 cookies.

Have fun!!  This is not a joke --- this is a true story. That's it.=20

	In early 1994, the Board of Directors became=20
aware that the SCA, Inc.'s financial health was in=20
distress because we did not have enough money in the=20
bank to cover the amount of our subscription liability. =20
One of the methods implemented to address that situation=20
was the "non-member surcharge" (NMS).  This was always=20
meant to be a temporary means of fund raising.  Although=20
we have reversed the subscription liability situation,=20
we have another goal to reach in order to prevent future=20
financial distress.  The Board is hereby soliciting=20
commentary on the means to reach this goal.=20

The Goal.
	The Board has a fiduciary responsibility to ensure=20
that the SCA, Inc. has available to it adequate cash=20
reserves to meet its just financial obligations if an=20
emergency need should arise.  Current prudent and=20
responsible practice sets this at a minimum of six month's=20
worth of operating funds -- at present in our case,=20
about $230,000.  This amount is separate from the subscription
liability, which is now fully funded, thanks in part to the=20
NMS, and in part to overestimated budget expenses in 1995. =20
As of the end of 1995, we have about $75,000 saved towards=20
the reserve.  This means we need to save another $155,000=20
before we can stop this fund-raising effort. =20

The Current Methods.=20
	The NMS was a moderately successful means to raise=20
funds over the last 21 months or so, and has been a source of=20
funds to the Kingdoms through the $1 rebate per surcharge=20
collected, but it has generated varied amounts of controversy=20
throughout the Known World. =20

Another Method.
	One suggestion was that the Board make a blanket=20
request for donations.  Therefore, we hereby make a blanket=20
request for donations.  All donations received decrease the=20
amount that must be raised through formal means, and the time=20
those formal means must be in place.  Please send all donations=20
to the Treasurer, Susan Earley, (address in back of this=20
newsletter) who will keep track of and publish the current=20
balance, and the amount and names of the donors as the donations
come in and deliver them to the Corporate Office.  Make checks=20
or money orders out to 'SCA, Inc.' and include a note that it=20
is a donation toward the Operating Reserve.=20

Other Alternatives.
	We are making all reasonable efforts to cut corporate=20
expenditures, but we also need to determine what other avenues=20
would be acceptable to the membership to generate adequate cash=20
reserves to protect the organization in case of emergency. =20
The avenue chosen would also be the preferred method used for=20
any other fund-raising efforts toward special projects in the=20
future.  Please remember that any change in our current=20
procedures will require at least 60 days to implement.=20

Some options which have been suggested in the past are as follows:

--Collect a $1 (or other nominal amount) per person surcharge=20
on all Kingdom-level event fees, to be sent to the corporate=20
office until the reserve is funded.  Considering four kingdom=20
level events per year per kingdom (not counting wars or=20
Drachenwald), with at least 500 people attending each event, this=20
would collect $24,000 per year.=20
--Collect a $.25 surcharge on each participant at each event until=20
the reserve is funded.  Depending on enforcement, this could=20
collect almost $100,000 in slightly over a year.
--Collect a $10 per year "assessment" on members for contributions=20
to the cash reserve until it is fully funded.  This could be=20
accomplished in a single year.  Many other organizations, such=20
as country clubs and some religious institutions, raise funds=20
this way.
--Conduct an aggressive annual fundraising campaign (or pledge=20
campaign) within the organization.  This would require significant=20
volunteer help and widespread member support. The Boy Scouts of=20
America and PBS stations, among other organizations, raise funds=20
this way.
--Ask that each local branch "tithe" 1% of their annual event=20
net income ('Net Event Related Income' on the new Exchequer=20
report forms), to be submitted with their year-end report. =20
This wouldn't happen for the 1995 domesday due now.  Branches=20
choosing to voluntarily do this now would have our gratitude,=20
but no obligation to continue unless this is the method selected.=20
--Assess each Kingdom a proportional amount (by membership) of=20
what is needed for the reserve, and allow each Kingdom to choose
its own way of raising the money.
--Make a blanket request for voluntary donations.  This is=20
currently being done (see above), and can be done in conjunction=20
with any other method, although it is usually not very reliable.
--Require paid membership for all participants, with some kind of=20
temporary or event-specific membership available at the door=20
(sometimes called "pay-to-play").  Exact implementation would=20
take some time to develop.
--Institute an annual branch registration fee payable to the SCA,=20
Inc., with fees set on a sliding scale depending on branch size=20
and type.  Branches would be allowed to choose their own way to=20
raise the money for the fee.
--Reinstitute the NMS until such time as the cash reserve reaches=20
a prudent level.  This requires much effort, and affects those=20
kingdoms formerly depending on their rebate.

Another Improvement.
	At its October 1995 meeting, the Board passed a set of=20
fiscal policies intended to keep the SCA, Inc. in compliance=20
with Federal and state laws (or native government laws) and=20
commonly accepted accounting practices, and to ensure that our=20
budget and accounts are regularly overseen and audited.  This=20
will eliminate any surprises that may surface during our normal=20
operation.

Conclusion. =20
	As you can see, the Board is actively seeking your ideas=20
on how best to raise the funds we need and the best method to use. =20
We want both your opinions about the possibilities listed and your=20
suggestions for other alternatives.  Please help us find a way to=20
meet our financial responsiblities and ensure the SCA's long-term=20
stability.  We look forward to hearing your thoughts on these=20
matters (this means everyone from Royalty on down to the newest=20
person on the block).  Please send all commentary to the Member=20
Services Office in Milpitas by April 1, 1996 for inclusion in the=20
materials for the April Board Meeting.=20

Så vitt jag förstått av ryktena, så får varje kungadöme bestämma detaljerna
runt avskaffandet. Skatten får tas ut fram till 20:e Mars (tor jag det var).
Jag har inte hört om Drachenwald beslutat nåt ännu.

Skatten ifråga är ett tillägg på tre dollar som alla som inte är medlemmar
i SCA, inc skulle betala på evenmangsavgifter sen årskiftet 1994/95. Pengarna 
skickades in till SCA centralt i Californien. En av dom tre dollrarna 
skickades sen tillbaks till Kungadömet. Många har varit ganska upprörda av
olika skäl runt det här.

Enligt besked fr=E5n Drachenwalds ombudsman i BoD =E4r skatten avskaffad nu;

             CLINTON DEPLOYS VOWELS TO BOSNIA

      Cities of Sjlbvdnzv, Grzny to Be First Recipients

    Before an emergency joint session of Congress yesterday,   President
Clinton announced US plans to deploy over 75,000 vowels to the war-torn
region of Bosnia.  The deployment, the largest of its kind in American
history, will provide the region with the critically needed letters A,E,I,
O and U, and is hoped to render countless Bosnian names pronounceable.

    "For six years, we have stood by while names like Ygrjvslhv and
Tzlynhr and Glrm have been horribly butchered by millions around the world
," Clinton said. "Today, the United States must finally stand up and say
'Enough.' It is time the people of Bosnia finally had some vowels in their
incomprehensible names.  The US is proud to lead the crusade in this noble
endeavour."

   The deployment, dubbed "Operation Vowel Storm" by the State
Department, is set for early next week, with the Adriatic port cities
of Sjlbvdnzv and Grzny slated to be the first recipients.  Two C-130
transport planes, each carrying over 500 24-count boxes of "E's," will fly
from Andrews Air Force Base across the Atlantic and airdrop the letters
over the cities.  Vanna White will parachute down with this first
deployment as the US "Vowel Ambassador".

    Citizens of Grzny and Sjlbvdnzv eagerly await the arrival of the vowels.
"My God, I do not think we can last another day," Trszg Grzdnjkln,
44, said.  "I have six children and none of them has a name that is
pronounceable by me or to anyone else.  Mr. Clinton,  please send my poor,
wretched family just one 'E.' Please."

   Said Sjlbvdnzv resident Grg Hmphrs, 67: "With just a few key  
letters, I could be George Humphries.  This is my dream."

   The airdrop represents the largest deployment of any letter to   a
foreign country since 1984.  During the summer of that year, the US shipped
92,000 consonants to Ethiopia, providing cities like  Ouaouoaua, Eaoiiuae,
and Aao with vital, life-giving supplies of L's,   S's and T's. The
consonant-relief effort failed, however, when vast quantities of the
letters were intercepted and hoarded by violent,  gun-toting warlords who
sold them to wealthier sister-nations via the black-letter market.
