I believe the best microcontroller (in terms of cost and flexibility)
is 68HC11.  This is manufactured by Motorola and you (I think) they
still have a special price for students. (It used to cost US$68.11).
This includes an evaluation board with all the communications that you
would need to hook up to a desktop (via a serial port). If you willing
to spend an extra $100, you can get the 6811EVBU. This comes with
plenty of RAM and EEPROM (on chip). The best part of 6811 is that, it
has built in A/D (I think 8 multiplexed inputs). Serial communication
is also on-chip. All the evaluation packages come with support
software and plenty of specs.  You might want to consider contacting
your local Motorola rep for more details.

P.S: There are also C compliers available.
