Try looking to other sources.  There are several sources that make
cheap, good-quality converters.  I have in my hand an external
converter that cost $250 CDN, the ADDA Technologies AverKey.  Works
extremely well, and has both PAL and NTSC versions available It even
has an RGB output jack, and a monitor passthrough.  You can even
record frame-alternate stereo with it.
