relation to teleconferencing systems: (please see connected question

An interesting question here would be: what bandwidth (in terms of
bits per second) is generally thought to be suitable for
teleconferencing

-> with very simple graphics (such as the SICS-system by Christer CARLSSON)

-> for a more realistic image representation?

-> Where do we stand in this respect right now (-> HPCC, NREN etc.)?

Also, I would be very thankful, if someone had a recommendation on
reading (or, in fact, hearings before Congress) about HPCC and NREN,
as well as the background of financing of the Internet through NSF
(?).

The reading material just needs to be introductory, and does not need
to go very much into detail on the latter topic.
