There already is a VR CD-ROM, of sorts.

   "Network Cybernetics Corporation (Irving, TX) announced the release
of the AI CD-ROM, an ISO-9660-format CD-ROM that is readable on any
computer platform with a CD-ROM drive and standard ISO drivers.  The
$129 AI CD-ROM contains a large assortment of software related to AI,
artificial life, robotics, virtual reality, and other topics. ..."
