Restricted government funds for computers is not a new phenomenom.
Almost all of the funding for high performance parallel computing was
channeled to one company to the chargin of competitors.  I was an
earlier player in scientific visualization.  When the NSF decided to
fund it, almost all of the funding went to supercomputer centers.
