It did not get to the right people and it should never appeared in
those other groups before appearing in news.announce.newgroups if it
was to be an official request for discussion.  If you are saying that
you do not ever intend to bring it to vote (at least in the next month
or two) then you are right, it does not need to be posted.  But if you
intend to move ahead with the proposal as per the guidelines then it
still needs to be posted properly.
