I think this question should maybe be sematically defined; art is
basically anything created by man, for a not always practical (meaning
"expressive") purpose. A crayon drawing by a child, while not a
million dollar masterpiece painting, is art, and is often more
genuinely expressive than anything created by an adult.

At any rate, if a VR simulation/world is created by someone for the
enjoyment of another, or as a means of expressiveness, it IS art.
(BTW, art is never good or bad; that's merely a personal reaction to
someone else's work) I can think of a dozen things I'd like to try
using 3-d modelling, if I had the software and the time. It's an
interesting medium right now; you can't have full interactivity if you
want photorealistic rendering, so you have to do the best with what
there is. It's like doing a portrait in wax crayon.
