It only depends on the quality of her/his work!

I don't think it has much meaning a question like yours. You can't ask
in general, even if I could very well be missing (like I often do! But
beg me pardon, I am not ENGLISH!) some nuances of the word "creator",
whether it is art or not. You have to judge the single work. It might
be art, videogame or rubbish, but you have to see it, try it, before
saying.
