Actually, there are a number of video boards which can be configured
for NTSC scan rates. All you need then is an RGB to NTSC convertor.
That'll give you baseband NTSC; I doubt you'll need an RF modulator.
ATI makes two super-VGA boards (VGA Wonder XL & VGA STEREO-F/X) which 
can output 640x480x32K colors at NTSC scan rates.

Also, there are a few boards which are specifically designed to
output VGA to NTSC. US Video makes at least one. I don't know
if the have any that do hi-color, though.
